Section 106 Funding – Allocation & Application Guidelines
Background
Section 106 (S106) funding, also known as planning obligations, is secured from developers
to mitigate the impact of new developments on local infrastructure and community facilities.
These funds must be spent on projects directly benefiting the affected community.
Embsay with Eastby Parish Council has received S106 contributions from the Candelisa
development on Shires Lane. The funding has been allocated as follows:

A Parish Council working group is developing the required business plan for North Yorkshire Council (NYC). Funds must be allocated and spent within a 10-year period.
Eligibility Criteria
Applications must align with one of the following categories:
- Equipped children’s play provision within the Embsay & Eastby Parish boundary
- Teenage and youth recreation within the Parish
- Parish Council–approved projects relating to:
∙Open space
∙Civic space
∙Allotments
∙Sports pitches and ancillary improvements and/or maintenance
Funding cap
Applicants are encouraged to request a maximum of £5,000 per project. Higher value bids
may be considered where a strong justification is provided.
Application Process
1. Submit an initial application to the Parish Council for eligibility review. (Form attached)
2.If eligible, the application will be submitted by the Parish Council to North Yorkshire Council.
Each submission must include:
∙Project name and brief description
∙Total project cost
∙Proposed start and completion dates
∙Three itemised quotations (including VAT where applicable)
∙Photographic evidence (before and after completion)
