Who to Contact for Local Issues and Support
Not sure who to contact about an issue in our community? While the Parish Council is able to help with some local matters, many issues are the responsibility of other organisations, such as North Yorkshire Council, the police, utility companies or other local services.
We’ve put together the information below to help you find the right organisation or service to contact. Whether you need to report a problem, raise a concern, request assistance or find out more about a particular issue, you’ll find links and contact details for the relevant organisation below. Please report issues directly to the organisation responsible wherever possible. This helps ensure that your report reaches the correct team and can be logged and dealt with promptly.
If you’re unsure who is responsible, please feel free to contact the Parish Council and we’ll do our best to point you in the right direction.

Roads, pavements and highways
Potholes and damaged roads
Report potholes, damaged road surfaces and other highway defects directly to North Yorkshire Council.

Roadworks, road closures and obstructions
For dangerous obstructions, spillages, fallen trees and other problems affecting the highway:

Street lights
Report faulty or damaged street lights to North Yorkshire Council. Note that some lights may belong to the Parish Council or another organisation.

Roadside grass, hedges and trees
Report problems with highway verges, overgrown vegetation, trees or hedges obstructing roads and pavements.

Parking problems
For parking restrictions and some parking infringements, contact North Yorkshire Council. Dangerous parking, obstruction and moving traffic offences should be reported to North Yorkshire Police on 101.

Damage or injury caused by a highway defect
Residents wishing to make a claim should use North Yorkshire Council’s highway claims process.

Bins, recycling and waste
Missed bin or recycling collection
Report missed collections to North Yorkshire Council. They ask residents to wait until after 4pm on collection day before reporting a missed collection.

Fly-tipping
Report fly-tipping to North Yorkshire Council. Include the location, what has been dumped and photographs if possible.

Litter, dog fouling and overflowing bins
These can all be reported through North Yorkshire Council’s street cleaning service.

This is particularly useful for Embsay and Eastby.
Bus services
The current services serving Embsay include:
- Service 14 (Monday to Saturday) – Skipton–Embsay Circular: operated by North Yorkshire Council
- Service 873 (Sundays & Bank Holidays) – Ilkley – Bolton Abbey – Embsay – Skipton: operated by The Keighley Bus Company
- Service 949C (Schooldays only) – Embsay–South Craven School: operated by Steels Luxury Coaches.
For complaints about a bus service itself, we’d suggest contacting the operator first. For bus stops and shelters, North Yorkshire Council is responsible for existing stops and shelters across the county.

Planning applications
Residents can view current planning applications and submit comments or objections directly through North Yorkshire Council’s planning register and Yorkshire Dales planning portal.

For development that may have taken place without the necessary planning permission or consent, residents can report a potential breach to North Yorkshire Council and Yorkshire Dales Planning Enforcement teams

Footpaths and the countryside
Public rights of way
Problems with public footpaths, bridleways, signs, gates, stiles, bridges, obstructions or path surfaces can be reported to North Yorkshire Council.

Important: responsibility for some obstructions – particularly hedges, gates, stiles and trees – may rest with the landowner rather than the Council.

- 999 – emergency or immediate danger
- 101 – non-emergency police enquiries and reports

Depending on the nature of the problem, this may be a matter for North Yorkshire Police or North Yorkshire Council. For immediate danger or crime, use 999; for non-emergency police matters use 101.

Noise nuisance
North Yorkshire Council deals with statutory noise nuisance, including excessive noise from domestic or commercial premises, barking dogs, pubs, clubs and events.

Water, sewage, electricity and gas
Water leaks, flooding from water infrastructure or sewage problems
Contact Yorkshire Water. Their emergency/problem number is 0345 1 24 24 24.
Power cuts
Contact Northern Powergrid or call 105 free of charge.
Gas emergency
If you smell gas or suspect a gas leak or carbon monoxide problem, call the National Gas Emergency Service on 0800 111 999, 24 hours a day.
Flood warnings
For flood warnings and advice, contact the Environment Agency’s Floodline: 0345 988 1188, available 24 hours a day.
Health and support
Urgent medical advice
Call 111 or use NHS 111 online for urgent medical problems that aren’t life-threatening. For an emergency, call 999.

North Yorkshire Council can provide advice and support for adults who need help with daily living, maintaining independence or accessing care.

Concern about a child
Concerns about the welfare or safety of a child can be reported to North Yorkshire Council. In an immediate emergency, call 999.

Housing and homelessness
North Yorkshire Council provides housing advice and support for people who are homeless or at risk of homelessness. The emergency number is 0300 131 2131 if someone has nowhere to sleep that night.
